BAYELSA GOVT SIGNS MOU FOR MINI LNG PLANT PROJECT WITH BLUE SEAL ENERGY, CHINESE PARTNER

Bayelsa State Government has signed a Memorandum of Understanding, MoU with Blue Seal Energy Servies Limited in collaboration with Fortune Gas, China, for the building of a Mini 2 million Scoff Capacity Liquified Natural Gas Plant, in Obunagha, Gbarain Ekpetiama Community, in Yenagoa Local Government Area of Bayelsa State.

The signing of the MoU took place at the Office of Professor Nimibofa Ayawei, the Secretary of the Bayelsa State Government on Monday 7th July 2025.

Speaking during the ceremony, Dr. Doyle Eden, Chief Executive Officer of Blue Seal Energy, said they are in the state on the invitation of the Bayelsa State Government for the building of a mini Liquified Natural Gas Plant.

He explained that their engagement with the state government on the area of gas natural development has picked up and as such they are excited that as part of their OEM with Fortune Gas, China, a renowned gas plant-building company known for building mini-gas plant across the world, hopefully in the next 18 to 24 months they would commission the first mini-gas plant in the state.

While highlighting the benefits of the project, Dr. Ebieri Jones, the State Commissioner for Trade, Industry and Investment, said it will enhance economic activities, increase the revenue base and attract a lot of local as well as other foreign investors to the state.

He equally informed that by the end of dry season the foundation of the project will be laid by the state government adding that there are other documents that would also be signed during the ceremony.

On his part, Professor Nimibofa Ayawei, the Secretary to the Bayelsa State Government, said the partnership aims to create jobs, boost industrial activity, and position Bayelsa as a key player in the Niger Delta’s economic development.

The project is expected to be completed within 24 months.
